The perl IDE is called Padre. On windows it comes with and is installed under the Strawberry Perl collection.It is pretty useful, however my working style requires a vi-style editor (the vi-keys-plugins have not worked for me thus far).
This is a collection of techical information, much of it learned the hard way. Consider it a lab book or a /info directory. I doubt much of it will be of use to anyone else.
