In an internal scenario, it can sometimes be troublesome to make sure that everyone's email client is configured correctly. In these cases it is sometimes appropriate to permit arbitrary email addresses posting priviledges.

You do this on the List Administrator page, under Privacy Options, on subscreen Sender Filters, down near the bottom is the option generic_nonmember_action. Set it to Accept, and anyone can now send.

Note that doing this will open the list to spam abuse.

Posts without explicit list destination

...ie for scenarios where the list is BCC:d or accessed through some kind of alias.

You do this on the List Administrator page, under Privacy Options, on subscreen Recipient Filters. Set require_explicit_destination to No.
